管理员方式运行cmd命令，在cmd窗口输入以下命令，查看当前 TCP 全局参数
netsh int tcp show global
修改TCP 全局参数(以下4个都要改)
1.直接缓存访问(DCA)
netsh int tcp set global dca=enabled
2.接收窗口自动调谐级别
netsh int tcp set global autotuninglevel=normal
3.附加拥塞控制提供程序
Win7 netsh interface tcp set global congestionprovider=ctcp
Win10netsh int tcp set supplemental template=internet congestionprovider=ctcp
4.RFC 1323 时间戳 netsh int tcp set global timestamps=enabled
重启电脑
